"User Content" means your videos and photos. CapCut's label says it's collected and linked to your identity. Sound Off's label says nothing is collected at all.

In March 2026 the FBI told Americans to "read the terms of service or end user license agreement before downloading apps," and warned about apps "particularly those based in China," which are "subject to China's extensive national security laws."

The FBI didn't name any app. But CapCut is made by ByteDance. So we read CapCut's terms for you. Here is the licence you grant by editing in it:

"By submitting User Content via the Services, you grant to the Company and its affiliates a non-exclusive, royalty-free, transferable, sub-licensable, perpetual and worldwide licence to use your User Content… to modify, adapt, reproduce, make derivative works of, display, publish, transmit, distribute and/or store your User Content."

CapCut Terms of Service

A broad content licence like this is normal for a cloud service: it has to host and process your video on its servers to work. That's the whole point. Sound Off needs no such licence, because it never receives your video in the first place.
