"User Content" means your videos and photos. Captions' label says it's collected and linked to your identity. Sound Off's label says nothing is collected at all.
Your face, your voice, your videos
Captions is a US company, so this isn't about where your data goes. It's about what its own policy says it can do with your face, your voice, and your footage when you use its AI features.

The policy says it uses your content to "develop, operate, improve… including to train our artificial intelligence/machine learning models," and may share it "to third parties for their own business and commercial purposes, including for… training their algorithms."

To be precise: this is tied to using the AI features, and the policy frames the sharing as something you direct by choosing to use them. But the capability is right there in writing, your biometrics and your videos, used to train models. Sound Off has no such clause, because it never receives any of it.

To be fair to Captions: it's a genuinely capable, polished AI tool with features Sound Off doesn't have, AI dubbing, eye contact correction, avatars. If that's what you want, it's a strong app. Sound Off isn't trying to match it feature for feature. It does one thing (stylish, accurate captions for vertical video) and it does that one thing without generating biometrics, training a model, or ever taking your video off your phone.
